Main Objectives and Functions

Management of State Property (BMN)
  1. Asset Inventory: Record and inventory all state-owned goods at the university, including equipment, buildings, vehicles, and other assets.
  2. Maintenance and Supervision: Manage routine maintenance of state-owned assets to ensure their physical condition remains good and functional. Monitor the use and placement of assets to prevent misuse.
  3. Disposal and Transfer: Develop procedures and implement the disposal or transfer of assets that are no longer used or unfit for use, in accordance with statutory regulations.
  4. State Asset Reporting: Prepare periodic reports related to the management of state-owned assets for submission to leaders and relevant agencies, such as the Ministry of Finance or supervisory agencies.
Facilities and Housekeeping Management
  1. Building and Facility Management: Manage building facilities, classrooms, offices, laboratories, and other supporting facilities to ensure they are always ready for use and in good condition.
  2. Cleanliness and Security Management: Ensure the campus environment is clean, safe, and comfortable for the entire academic community by organizing cleaning, security, and environmental health services.
  3. Utility Management: Monitor the use and maintenance of campus utilities such as electricity, water, and telecommunications networks, and address issues related to these utilities.
  4. Logistics and Supplies: Manage the procurement and distribution of office supplies, stationery, and other daily operational needs. Oversee the storage and warehousing of supplies.
Records Management and General Administration
  1. Archive Management: Manage archives and documentation related to the management of state-owned assets, procurement of goods and services, and household affairs. Ensure that archives are securely stored and easily accessible when needed.
  2. General Services: Provide general administrative services for the internal needs of the university, such as correspondence, meeting management, and report preparation.
  3. Official Vehicle Management: Manage the operation of the university's official vehicles, including maintenance, usage, and monitoring of vehicle administration.
Coordination and Cooperation
  1. Internal Coordination: Coordinate with other units within the university to ensure that the needs for facilities, logistics, and state-owned assets are adequately met.
  2. External Collaboration: Establish partnerships with third parties, such as vendors, service providers, or relevant government agencies, to fulfill the needs for managing state-owned assets and campus facilities.
Budget Preparation and Implementation
  1. Budget Planning: Prepare an annual budget for the management of state-owned assets, facilities, and household needs based on the university's work plan.
  2. Implementation and Budget Control: Execute the use of the budget according to the established plan and implement controls to ensure efficiency and effectiveness.
Reporting and Compliance
  1. Regular Reporting: Prepare and submit periodic reports related to general management, household affairs, and state-owned assets to the university leadership and supervisory agencies.
  2. Legal Compliance: Ensure that all activities related to the management of state-owned assets and campus facilities comply with applicable laws and regulations, as well as meet internal and external audit standards.

General and State Property Subdivision

FKIP ULM’s State Property Management (BMN) Subdivision is tasked with managing the university’s assets as a whole, from inventory, maintenance, to asset write-off or transfer. This sub-section is also responsible for the management of campus facilities, including cleanliness, security, utilities, and logistics. In addition, archive management and general administration as well as the operation of official vehicles are part of this unit’s responsibilities. With proper budget planning and coordination with various parties, the BMN Subdivision ensures efficiency and compliance with applicable regulations.
